This puts the Utopians in direct opposition to the Leodals’ penchant for benign and malign neglect; they continue their GW2 battles as they try to “reform” the former Leodal States.

Citizens of the former Utopia Now in Concord Prime are amongst the foremost legal scholars in human space. In addition, the university on the former capitol of De Legisbus is still the finest law school in the Orion Arm and graduates 250,000 students each year, many of whom enlist in the Administration branch. The Concord Administrators’ “judge, jury and executioner” style is also patterned after the Utopians’ magistrates.
